Mark Fitzgerald Bell has over 30 years’ experience representing local government agencies, with clients including local districts, cities, and towns. His practice focuses on the review, preparation, and litigation of complex contracts, including interlocal agreements, development agreements, procurement contracts, and construction contracts. Mr. Bell has expertise drafting and enforcing clients’ ordinances, policies, and rules and regulations. He advises clients on employment law, legislative affairs, government relations, environmental concerns, civil rights compliance, public finance, water law, safety, and ethics. Since beginning his career in 1985, Mr. Bell has litigated on behalf of his clients before Utah’s State and Federal courts in a wide variety of matters including contracts, real property matters, personal injury claims, and employment disputes including employee termination and civil rights claims. Mr. Bell has developed special expertise in matters involving the Utah Procurement Code.
